One ways in Thailand are usually free, depot to depot, but sometimes fees may apply depending on car hire supplier, length of trip and start and finish point. Budget are usually best for one ways, if rental over 7 days then no charge, but usually fees if under 7 days, followed by Chic at 5 days needed but fees, unless 7 days. Sixt and Drive charge fees of between THB1,000 and THB10,000 for a one way, regardless of length of rental. Thai Rent are free if over 7 days, as are Chic.
Excess Damage - Only Budget and Hertz offer Zero Excess with both Sixt and Thai Rent now having an excess, that can be reduced to zero by paying extra insurance locally.

Phuket - Most tourists head for
Patong Beach where Budget & National are the only supplier to have a depot other than at the airport, so the others deliver for a fee. Vehicles can be delivered around the island. Kata Beach is a quieter option.
Pattaya - If heading for Beach Road, Walking Street, or the quieter Jomtien, then Budget are best if want leave car when get there. Days on the local islands are well worth it. The Natural Beach Hotel by the sea, is handily placed and quiet.
Koh Samui - Get a Toyota Vigo, Single or Double Cab to explore the island from either the depot at
Koh Samui Airport or later at
